Sun Metro Mass Transit offers a reduced fare program to residents of El Paso County and surrounding areas. Sun Metro’s reduced fare program provides discounts off the standard fares for persons 65 years of age or older, Medicare recipients, certified disabled persons, and students.
Eligibility for Reduced Fares
To qualify for the reduced fare, the applicant is to provide Sun Metro the necessary certification. Upon qualifying, the applicant is issued a Sun Metro Reduced Fare identification card at no charge. If the applicant misplaces his/her ID card, there is a $5 charge to replace it. Click on a category below to see more information about the different discounts available.
People with disabilities are individuals who, because of illness, injury, age, congenital malfunction, or other permanent or temporary incapacity or disability (includes both non- and semi-ambulatory) qualify as disabled. Applicants must present current, valid Texas picture identification along with application.
- Permanent Disability ID card expires Five (5) years from the date of issue.
- Temporary Disability ID card expires 12 months or less from date of issue.
A social security disability letter is not a valid certification for permanent or temporary disability reduced ID card. Social security letters lack adequate information relating to the medical condition that fully establishes the functional capacity of the disability and do not specify or relate to one of the ten eligible criteria listed on application for reduced fare, considered transportation disabled.
Exclusions to the Reduced Fare eligibility include pregnancy, obesity, acute or chronic alcoholism, contagious diseases and temporary disabilities with duration of less than 90 days.

Senior Citizens are persons 65 years of age or older. Applicant must present proof of age and a valid official ID such as a Texas Department of Public Safety driver’s license or identification card.

Students with mobility and/or physical disabilities usually have difficulty getting from one place to another. This wide classification includes disabilities present at birth, disabilities caused by disease and disabilities from other causes. Learning to get around the community is one of the essential components of all school programs assisted by mobility instructors for students with disabilities, regardless of the type or degree of disability.
Mobility Instructors are professionals who assist disabled students in using the public transit system. While assisting qualified disabled students, mobility instructors ride for free. Mobility instructors must fill out Part IV of the Application for Disabled Identification Card (SM-A) for each student with whom they will use the system.
- Disabled students are issued a Temporary ID card expiring 12 months or less from date of issue (typically expires at the end of each school year).
The following is the criteria that must be met by Mobility Instructors:
- A mobility instructor must be serving in such capacity at the time of boarding.
- The mobility instructor must show a valid, current Identification Card from the agency or school they are affiliated with in order to ride for free with students.
- The mobility instructor must be accompanying at least 1 person to which they are providing instruction.

Reduced fare for students:
- Children 5 & under ride free (must be accompanied by an adult)
- Ages 6–18 pay the student-reduced fare, proof of age or a school ID may be requested.
High School Students: If the school does not issue school IDs, students under the age of 18 may obtain a Sun Metro student ID card for reduced fare by presenting an original or certified copy of their birth certificate.
Students who attend post-secondary studies/training or University/College also qualify for student reduced fares by presenting their school issued ID when boarding any Sun Metro bus.
If the school/college does not issue a school ID, the student may obtain a Sun Metro student ID card by providing proof of enrollment from the school along with a valid Texas Department of Public Safety driver's license or identification card issued by the State, County or any government agency. Students who attend an Adult Education Center must present a letter on the Education Center’s letterhead stating the student’s name and class schedule/time frame along with a valid picture ID. (NO EXCEPTIONS)
Post secondary students must be enrolled in an accredited school, college in El Paso for a minimum of 12 units or 12 hours of in-classroom study per week for a minimum of 3 consecutive months. If you are enrolled in a summer program that meets for less than 3 months and/or 12 units, you can still qualify only if you met the eligibility requirements in the preceding spring term. Applicants must include one of the following documents listed below proving eligibility along with a valid photo ID.
Note: Document must indicate start and end dates for the classes.
- Current registration/fee receipt, which includes school term, the class schedule and units.
- Computer printout showing enrollment units and/or in-classroom hours. This document must be stamped by the registrar’s office.
- Current registration form or enrollment certificate, showing enrollment units and/or in-classroom hours.
- Letter on school letterhead containing the original signature of a school official, verifying the start and end dates, and indicating the total number of units and/or days and hours of attendance. Photocopies of school letters will not be accepted.
- Expiration date depends on school semester, session and or training time.

LIFT ID Cards
Customer must present either the booklet mailed to them by the LIFT Department and a valid identification or their old LIFT ID Card.
Cashier must call the LIFT Department to confirm the certification and to obtain the correct expiration date to post on the ID Card.

Disabled Application Process
- Applicant must complete and provide all of the information requested in Part I of the application.
- Applicant must agree and sign Part II for the release of his/her information to Sun Metro for the purpose of reduced fare eligibility certification.
- Part III for permanent status must be complete and filled out by a Doctor/MD, Psychologist, Audiologist, or Psychiatrist, depending on the disability. The Doctor/MD must indicate the type of criteria listed on the back of the application which qualifies the applicant for transportation eligibility. In addition to this, the applicant must obtain a doctor’s certification stating that the disability relates to the criteria indicated by his/her Doctor and should specify if the disability will last for more than twelve (12) months.
- Permanent Reduced ID Cards have an expiration date of five (5) years from the date of issue.
- Part IV for temporary status must be complete and filled out by a licensed Social Worker, Registered Nurse, Mobility Instructor or a (Doctor/MD-without the certification).
- Temporary ID cards issued for three (3) months but no more than 12 months. Upon expiration, a new certification form is required, if determined eligible, a new ID card is issued.
- A signature is required on all applications. Applicant agrees to the release of his information to Sun Metro for the purpose of reduced fare eligibility certification.
- P.O. boxes are not accepted as an address. Physical address is required on all applications.
- Old SCAT or Sun Metro ID cards that have expired require re-application.
- Sun Metro at any time may adjust and/or correct an expiration date on any ID card issued with an incorrect expiration date.
- Sun Metro may update a customer’s file and request any missing documentation from customers.
Once an ID has expired, the customer must reapply and have a new picture taken.
