Effective June 30, 2011

Explanation of Steps
Upon the officer's anniversary date, all officers below the rank of Commander shall automatically advance to the next higher level on their Class Grade. Any officer of the rank Commander and above who has not advanced in level shall nevertheless always receive the same percentage increase, if any, negotiated as a cost of living increase in the levels for this Class Grade. Officers who are promoted to Sergeant and above will be given the entry pay for the rank in which they are promoted or the next higher level which will assure an increase of at least 5% in pay. Promotion to Detective shall not result in an advancement level.

Longevity Pay
$48.00 per year after the first year and an increase of $48.00 per year up to 25 years.

Sick Leave
An employee accumulates sick leave at the rate of 10 hours per month from the first day of employment. An employee has unlimited accumulation of sick leave.

An employee is allowed to use 40 hours of the allotted 120 sick leave per year for personal business.

Military Leave

Employees who serve in the military are allotted 15 days annually of paid military leave.

Other Leave
Officers may utilize other leave such as Compensatory Leave, Civil Leave, Parental Leave, and Funeral Leave.

Special Pay

Post Incentive Pay
Employees holding an Advanced Peace Officer Certificate granted by the Texas Commission on Law Enforcement Standards and Education shall receive the sum of $105.00 per month.

Employees holding an Intermediate Peace Officer Certificate granted by the Texas Commission on Law Enforcement Standards and Education shall receive the sum of $55.00 per month.

Educational Incentive Pay
Employees holding an Associates degree granted by an accredited college or university shall receive the sum of $20.00 per month.

Employees holding a Bachelor's degree granted by an accredited college or university shall receive the sum of $125.00 per month.

Employees holding a Master's degree granted by an accredited college or university shall receive the sum of $150.00.

This section applies to the highest degree held by the employee.

Shift Differential
Employees who are assigned duty between the hours of 6:00 p.m. and 6:00 a.m. shall receive an additional premium pay of 4% of their base salary.


Field Training Officers
Field Training Officers, who shall be appointed by or approved by the Chief, shall receive an additional 4% of their salary added to their regular class grade and level pay during the period they serve.

Motorcycle Hazard Pay
Motorcycle hazard pay shall be $75.00 bi-weekly ($1,950.00 per year).

Benefits

Health Insurance
Employees are eligible to participate in the City of El Paso's Health Insurance and Benefits Program.

Dental and optical program provided by the city.

Life Insurance
For the duration of the current Agreement, the City shall provide term life and accidental death and dismemberment insurance policies of $15,000.00 for employees, plus $2,000.00 for the employee's spouse, and $1000.00 for the employee's dependent children 14 days of age, but less than 22 years unless dependant is a full time student under 25 years of age.

Optional Term Life Insurance also available.

Pension
For the duration of this Agreement, the City shall contribute to the Firemen, Policemen and Fire Alarm Operators Pension Fund a sum equal to triple the employee's contribution to such fund; provided that, in no case shall the City's contribution exceed 18.5% of an employees salary, longevity, premium pay, incentive pay, and overtime pay.

Upon completion of twenty-five (25) or more years of Vesting Service and attainment of age fifty (50) or more, a former member shall receive a Pension equal to two and one-half (2.50%) percent, multiplied by Credited Service.

Upon completion of ten (10) but less than twenty-five (25) years of Vesting Service, and attainment of age fifty (50) or more, a former Member shall receive a Pension equal to two and one-half (2.50%) percent, multiplied by Credited Service, multiplied by Final Wages.

Tuition Assistance Program

The City of El Paso encourages employee development and excellence of performance by sharing costs of approved courses and educational programs. The Tuition Assistance Program will advance or reimburse 80% of the tuition and/or registration fees for the first course and 60% of all subsequent coursed taken during the fiscal year. The percentage is based on the cost to attend our local public university or college. Total employee assistance per fiscal year, may not exceed the amount of advancement/reimbursement for five (5) academic courses (15 credit hours).

Veterans Education Benefits

The Veterans Administration recognizes the El Paso Police Department Training Academy and Field Training Program as programs of higher learning. Military veterans and/or their dependants who are eligible to receive VA education benefits may receive 100% of their VA education benefits while attending the six (6) month training academy. Upon graduation from the Training Academy, officers enter the one (1) year Field Training program. Military veterans and/or dependants enrolled the Field Training Program are eligible to receive 65% of their VA education benefits during the first six (6) months of training and 55% the remaining six (6) months.

Fitness Facilities
The El Paso Police Department has a spacious, well-equipped weightlifting facility complete with a state-of-the-art cardio center. This facility is located at Police Headquarters 911 N. Raynor. Each Regional Command Center has a satellite fitness center (five total). These facilities are at no charge to Department employees.
