Information on How to Register for the El Paso City/County Emergency Notification System

This new system will notify citizens in El Paso City/County of a possible disaster situation and provide instructions on what you should do in case a disaster strikes.

This system is capable of notifying you on a device that you will register, such as your house, business, or cell phone, e-mail, text messaging, etc.

To receive these instructions, register at the following website and follow the directions: https://elpaso.smartmsg.com/

If you do not have the ability to register on the website above, you may utilize family and friends for their assistance. If this is not an option, then please contact 2-1-1 assistance


Vulnerable Road User Ordinance No. 017466

Vulnerable Road User Ordinance was passed on December 7, 2010 and took effect March 1, 2011.

WHO IS A VULNERABLE ROAD USER

Pedestrians, Runner, Physically disabled person, Highway construction/maintenance worker, Tow truck operator, Utility Worker, Person on horse back, A person operating equipment other than a motor vehicle, including but not limited to a bicycle, hand cycle, Horse-driven conveyance, A worker with legitimate business in or near the road or right-of-way, Stranded motorist, Passenger



WHAT MUST DRIVERS DO

An operator of a motor vehicle passing a Vulnerable Road User operating on a highway or street shall:

Vacate the lane being used by the Vulnerable Road User if two or more lanes exist

Pass the Vulnerable Road user at a safe distance, 3 feet if the operators’ vehicle is a passenger car or light truck / 6 feet if the vehicle is larger than a light truck to include commercial motor vehicle

Operators of Motor Vehicles making a left turn at an intersection, alley, or private road / driveway shall yield the right of way to a vulnerable road user

The operator of a motor vehicle may not overtake a Vulnerable Road User traveling in the same direction and subsequently make a right turn in front of the Vulnerable Road User unless the operator is safely clear of the vulnerable road user

An operator may not drive a vehicle in a manner that causes intimidation, harassment or threatens a Vulnerable Road User

DEFENSE TO PROSECUTION

It is a defense to prosecution under this section that at the time of the offense the Vulnerable Road User was acting in violation of the law





PEDESTRIAN SAFETY

Everyday pedestrians are injured or killed while crossing a street or road. Drivers must yield to pedestrians in crosswalks and pedestrians must follow some rules:

When walking behind motor vehicles look for illuminated back-up lights and listen for back-up alarms

Always try to walk on paths or sidewalks

If you’re walking when it is dark out, wear white or light colored clothing

Cross or enter streets where it is legal to do so

Look left, right, and left again for traffic before stepping off the curb

WATCH FOR TURNING VEHICLES

Where no sidewalks are provided, it is usually safer to walk facing road traffic

Be Wary. Most drivers are nice people, but don’t count on them paying attention. Make eye contact with drivers to be sure they see you
