DSRT Sgt. Reginald Moton oversees the DSRT which consists of 1 civilian and 12 Officers. The DSRT was implemented in 1995 to address the high amount of criminal gang activity occurring in the City of El Paso. Since its inception, the Unit has solved over 1,000 cases related to gangs. These cases include but are not limited to; Deadly Conduct, Aggravated Assault, Robbery and Graffiti. The DSRT worked in conjunction with the El Paso Street Department's Graffiti Removal Program, Regional Command CRASH units, Patrol and Community Policing initiatives to achieve identification, apprehension and successful prosecution of those individuals responsible for committing the offense of Graffiti. A person commits the offense of Graffiti if the person, without the effective consent of the owner, intentionally or knowingly makes markings, including inscriptions, slogans, drawings or paintings, on the tangible property of the owner with; 1) aerosol, 2) an indelible marker, or 3) an etching or engraving device. The offense is punishable with a minimum penalty of 180 days in jail and/or $2,000.00 fine or maximum penalty of 99 years in prison and/or a $10,000.00 fine. The DSRT has conducted numerous gang prevention and graffiti removal presentations to civic groups, neighborhood watch programs and schools throughout the city.
