Welcome to the Auxiliary Support Division webpage.
The Domestic Abuse Response Team (DART) assist crime victims and the victims of domestic violence with information, resources, referrals and assistance. Help to obtain funds under Texas Crime Victims’ Compensation fund and protective orders. Follow up on cases when necessary and collaborate with other agencies to help victims. The DART officer acts as a facilitator between El Paso Police Department (EPPD) and victims; Identifies training needs; conducts public presentations and law enforcement training. TRANSFER OFFICE (return to top) The Transfer Office is the Liaison between the District Attorney’s Office and Police Department. The Transfer Office personnel are in charge of accepting all cases being presented to the District Attorney’s office and separating them into MISDEMEANOR OR FELONY cases. The Transfer Office personnel then reviews the cases to ensure that all required information is contained within the case so that the cases can be presented to the District Attorney’s Office. The Transfer Office obtains any additional information on cases which the District Attorney’s Office may request. The Transfer Office receives Protective Orders which are either disposed of due to expiration or are forwarded to the record section for filing. The Transfer Office is also part of the Expunction of Criminal Records process. The Transfer Office is staffed by three civilian personnel. MUNICIPAL COURT LIAISON OFFICER (return to top) The Court Liaison Officer routes all correspondence to the City Prosecutors Office, Warrant Office, Bond Office, Municipal Court and Jail Magistrates. The Court Liaison Officer ensures that all citations are signed and notarized and then are turned into Data Entry at Municipal Court. The Court Liaison Officer completes and files Protective Orders and Emergency Protective, through NCIC/TCIC. The Officer also handles the Indictments and Declined cases, and pulls warrants as needed. The Court Liaison officer also assists police personnel and the District Attorneys office with certified copies of affidavits and Protective Orders. The Court Liaison Officer works out of Municipal Court, 810 E. Overland were they also assist the public with questions regarding citations, court dates, accidents and protective orders. COURT LIAISON (return to top) The Court Liaison Office functions as a coordinator between Police Officers, the City Prosecuting Attorneys Office, District Attorney’s Office and the State Attorney’s Office. Court Liaison will notify Officers of court dates and canceled court appearances and tracks Officers appearances in court. Court Liaison process all court attendance submitted by police personnel Court Liaison maintains current information on all cases and notifies Officers of changes in dates, times, and status. Court Liaison determines officer availability for appearances in Municipal Court to ensure there are no conflicts with Municipal Court dates. Court Liaison is staffed by two civilian personnel. PAWN SHOP DETAIL (return to top) The Pawnshop Detail Unit has the responsibility of enforcing the “Texas Pawnshop Act”, the El Paso Municipal code section 5.84 Dealers in Secondhand Goods, Coins and precious Metals, Section 5.100 Vendors and Solicitors and Section 5.92 Shoe Shining. In order to keep adequate control of stolen property that is found in pawnshops, secondhand stores, and at swap meets/flea marks. The unit is also responsible for conducting background checks on applications received reference Municipal code sections 5.84 Dealers in Secondhand Goods, Section 5.100 Vendors and Solicitors and Section 5.92 Shoe Shining. The Pawnshop downloads all pawnshop and secondhand transactions and maintains the database. The Pawnshop unit receives all Right of Possession cases that involved stolen property seized from a pawnshop. The unit is also responsible for mailing out criminal and traffic outstanding warrants letters, and providing outstanding FAMV warrants to City Marshal. CITY MARSHAL (return to top) The City Marshal serves municipal warrants, coordinates with the regional commands to assist at checkpoints, performs research on traffic violators in various informational databases, prepares monthly productivity reports and creates a current Municipal warrants listing. LATENT COMPARIONS AND ENHANCEMENT LABORATORY (return to top) The Latent Print/A.F.I.S. unit members have specialized training in the field of Fingerprint Identification and are qualified experts, with three holding certification through the International Association for Identification. The unit is divided into two distinct sections, with one handling and comparing of all latent print evidence and the other as handling and maintenance of over 300,000 sets of known finger and palm print cards. The unit currently operates a stand alone MORPHO Automated Fingerprint/Palm Print Identification System (AFIS/APIS). The AFIS/APIS matches finger and palm prints by identifying the pattern type, ridge flow and locating minutiae that occupies the relative position in two prints. PROPERTY AND EVIDENCE OFFICE (return to top) The Property Office is responsible for accepting and retaining all firearms, evidence retrieved from a crime scene, excess property disallowed by the jail belonging to prisoners and items turned in for safekeeping which are found or abandoned. The Property Office is staffed with eight civilian personnel. MAJOR CRIME SCENE UNIT (return to top) The Major Crime Scene Unit of the El Paso Police Department is the official investigative unit responsible for conducting thorough and professional investigations of all crime scenes designated as “major crime scenes”. The Unit has qualified personnel available 24 hrs a day to process any major crime scene. The Major Crime Scene Unit identifies, collets, preserves and documents all major crime scenes with the use of photographs, video, diagrams and written reports. PHOTOGRAPHY AND VIDEO LABORATORY (return to top) The Photography and video laboratory is the primary imaging operation of the El Paso Police Department. The Unit is fully equipped to process film, video, audio and digital media of various crime scenes as well as other photographic work related to the Police function as a whole. The Unit is responsible for Crime scene and evidentiary photography, Forensic photography, Photographic scanners, Field photographic equipment, Digital imaging technologies, Courtroom presentations and exhibits, Expert testimony and Photographic training. The photography laboratory personnel are also the primary personnel responsible for recording events not necessarily related to crime scene or evidence preservation. NARCOTICS TESTING LABORATORY (return to top) The Narcotics Testing Laboratory holds an international accreditation through the American Society of Crime Laboratory Directors. This international accreditation allows the Lab to test all narcotics seized by the El Paso Police Department, as well as assisting any other law enforcement agency that requests our assistance, including requests made by the DEA. Before the initial accreditation in 2006, the Department shipped narcotics evidence to the Department of Public Safety Laboratory for testing. The ability to perform these tests “in house” and later testify in court as to their results has significantly reduced the time, as well as the costs, involved in this process. The Laboratory maintains a flawless score on yearend reviews, which is a great example of the hard work the Lab’s civilian and sworn employees do on a daily basis. BREATH ALCOHOL TESTING LABORATORY (return to top) The Breath Alcohol Testing Laboratory is responsible to supervise all the chemical, technical, and administrative aspects of the Texas Breath Alcohol Testing Program at the local level as per Texas BATP Rules and Regulations. The Laboratory maintains electronic records and paper records of all intoxilyzer maintenance inspections, as well as a file for every breath test operator in our region. CRIME EVIDENCE PROCESSING LABORATORY (return to top) The Crime Evidence Processing laboratory is responsible for the documentation, collection, recording, processing and preservation of all types of evidence gathered by the Police Department’s crime scene unit, as well as all evidence submitted by personnel from with in the department. The Laboratory also assists in processing evidence submitted by outside agencies that lack the expertise to process certain types of evidence. The personnel in the Crime Scene Laboratory have received training in serial number restoration, blood spatter interpretation, shooting reconstruction, excavation techniques, to scale diagramming of indoor and outdoor scenes, DNA and trace evidence collection techniques, Alternate Light Source Utilization, Laser evidence enhancement, Impression Casting and the retrieval of tire and foot impressions. The crime scene personnel also receive training in contemporary photography techniques, which includes bite mark impressions, aerial photography, time exposure, extreme close up, and evidence preservation. |
