Welcome to the Auxiliary Support Division webpage.
The Auxiliary Support Unit functions in a supporting capacity to the Chief’s office and the department. The Auxiliary Support Section is composed of the following units:
The Crime Scene Unit is staffed 24 hours a day and is available for calls for service at all times. The Crime Scene Unit is requested whenever the requirements for a crime scene search and evidence collection exceed the capabilities of the Patrol Unit. The Criminalistics section is composed of the following units:
DOMESTIC ABUSE RESPONSE TEAM The Domestic Abuse Response Team (DART) assist crime victims and the victims of domestic violence with information, resources, referrals and assistance. Help to obtain funds under Texas Crime Victims’ Compensation fund and protective orders. Follow up on cases when necessary and collaborate with other agencies to help victims. The DART officer acts as a facilitator between El Paso Police Department (EPPD) and victims; Identifies training needs; conducts public presentations and law enforcement training. TRANSFER OFFICE The Transfer Office is the Liaison between the District Attorney’s Office and Police Department. The Transfer Office personnel are in charge of accepting all cases being presented to the District Attorney’s office and separating them into MISDEMEANOR OR FELONY cases. The Transfer Office personnel then reviews the cases to ensure that all required information is contained within the case so that the cases can be presented to the District Attorney’s Office. The Transfer Office obtains any additional information on cases which the District Attorney’s Office may request. The Transfer Office receives Protective Orders which are either disposed of due to expiration or are forwarded to the record section for filing. The Transfer Office is also part of the Expunction of Criminal Records process. The Transfer Office is staffed by three civilian personnel. MUNICIPAL COURT LIAISON OFFICER The Court Liaison Officer routes all correspondence to the City Prosecutors Office, Warrant Office, Bond Office, Municipal Court and Jail Magistrates. The Court Liaison Officer ensures that all citations are signed and notarized and then are turned into Data Entry at Municipal Court. The Court Liaison Officer completes and files Protective Orders and Emergency Protective, through NCIC/TCIC. The Officer also handles the Indictments and Declined cases, and pulls warrants as needed. The Court Liaison officer also assists police personnel and the District Attorneys office with certified copies of affidavits and Protective Orders. The Court Liaison Officer works out of Municipal Court, 810 E. Overland were they also assist the public with questions regarding citations, court dates, accidents and protective orders. COURT LIAISON The Court Liaison Office functions as a coordinator between Police Officers, the City Prosecuting Attorneys Office, District Attorney’s Office and the State Attorney’s Office. Court Liaison will notify Officers of court dates and canceled court appearances and tracks Officers appearances in court. Court Liaison process all court attendance submitted by police personnel Court Liaison maintains current information on all cases and notifies Officers of changes in dates, times, and status. Court Liaison determines officer availability for appearances in Municipal Court to ensure there are no conflicts with Municipal Court dates. Court Liaison is staffed by two civilian personnel. PAWN SHOP DETAIL The Pawnshop Detail Unit has the responsibility of enforcing the “Texas Pawnshop Act”, the El Paso Municipal code section 5.84 Dealers in Secondhand Goods, Coins and precious Metals, Section 5.100 Vendors and Solicitors and Section 5.92 Shoe Shining. In order to keep adequate control of stolen property that is found in pawnshops, secondhand stores, and at swap meets/flea marks. The unit is also responsible for conducting background checks on applications received reference Municipal code sections 5.84 Dealers in Secondhand Goods, Section 5.100 Vendors and Solicitors and Section 5.92 Shoe Shining. The Pawnshop downloads all pawnshop and secondhand transactions and maintains the database. The Pawnshop unit receives all Right of Possession cases that involved stolen property seized from a pawnshop. LATENT COMPARIONS AND ENHANCEMENT LABORATORY The Latent Print Section is responsible for the evaluation, comparison, identification, and archival of print evidence. It currently manages over 300,000 sets of known finger and palm print cards. The section also operates a stand-alone Automated Finger/Palm Print Identification System (AFIS/APIS). AFIS digitally encodes prints allowing for data entry and searches using computer based technology. Members of this section, who hold certification through the International Association for Identification, are recognized as expert witnesses. PROPERTY AND EVIDENCE OFFICE The Property Office is responsible for the intake, storage, destruction or disposal of all evidence or property obtained as a result of a police investigation. The office is staffed by both civilian and commissioned personnel. CRIME SCENE UNIT The Crime Scene Unit is responsible for the documentation and processing of crime scenes as well as the analysis of evidence. The personnel in the unit have received specialized training in enhanced latent print development, serial number restoration, blood spatter interpretation, shooting reconstruction, excavation techniques, diagramming indoor/outdoor scenes to scale, DNA and trace evidence collection techniques, alternate-light source utilization, laser evidence enhancement, impression casting, and the retrieval of tire and foot impressions. Crime scene personnel also receive training in digital photography techniques to include bite-mark impressions, aerial, time-exposure, and macro photography. The Crime Scene Unit also assists outside agencies whenever requested. PHOTOGRAPHY AND VIDEO LABORATORY The photo lab is the official custodian of photographic images for the El Paso Police Department. The lab is fully equipped to process film, video, audio, and digital media in order to meet the photographic needs of law enforcement. The lab is responsible for crime scene and evidentiary photography, forensic photography, photographic scanners, field photographic equipment, digital imaging technologies, courtroom presentations and exhibits, expert testimony and photographic training. NARCOTICS TESTING LABORATORY The Narcotics Testing Laboratory holds an international accreditation through the American Society of Crime Laboratory Directors. This international accreditation allows the Lab to test all narcotics seized by the El Paso Police Department, as well as assisting any other law enforcement agency that requests our assistance, including requests made by the DEA. Before the initial accreditation in 2006, the Department shipped narcotics evidence to the Department of Public Safety Laboratory for testing. The ability to perform these tests “in house” and later testify in court as to their results has significantly reduced the time, as well as the costs, involved in this process. The Laboratory maintains a flawless score on yearend reviews, which is a great example of the hard work the Lab’s civilian and sworn employees do on a daily basis. BREATH ALCOLHOL TESTING PROGRAM The Breath Alcohol Testing Program (BATP) is responsible for the training, supervision, certification, and re-certification of intoxilyzer operators for the entire El Paso County. The program is also responsible for the testing, maintenance, calibration and certification of eight breathalyzer sites. The authority for this program is granted by the Texas Department of Public Safety. |
