What is Internet Filtering?



 
The El Paso Public Library has installed filtering software in some of the computer labs. This software will be installed at all library facilities in the near future. Adult patrons may now select filtered or unfiltered sessions for themselves or their minor children. These options may be changed at any time by adults for themselves or their minor children by notifying library staff. To find out which libraries currently have this filtering software installed, please contact your neighborhood library.

How does it work?

Filtering or blocking technology restricts access to Internet content through a variety of means. Two basic types of filters currently dominate the market: filters that block content containing disapproved words (keyword blocking) and filters that block access according to a list of disapproved sites (site blocking). In either case, the filter manufacturer, in its own way and according to its own standards, determines which words or sites will be blocked. The El Paso Public Library uses a combination of both types of filters.
 
Will the Library’s filter be able to block ALL undesirable sites?

Regardless of their methods, filters underblock and overblock, and all block constitutionally protected speech. What’s more, the use of filters may give parents a false sense that their children are protected when this is not the case. Filters are not effective in blocking all “objectionable” material or the interactive aspects of the internet. In addition, filters do not protect children against those who wish to do them harm.

The Library strongly believes that educating children to use the Internet wisely is their best protection, now and in the future.
