As regular followers and partners of our division may know, El Paso's Economic Development division is in the process of redeveloping our business strategies and aligning our goals with regional business stakeholders.
Rest assured, throughout this process, the City is dedicated to helping foster the region's economic base to improve the quality of life for its citizens and business community. We hope this newsletter reflects our efforts.

Meet the Newest Members of the Team

Annaelisa Holguin |
The City of El Paso is proud to welcome Annaelisa Holguin and Elizabeth Gibson to the Economic Development team!
Annaelisa was born and raised in El Paso, but her educational experiences span the globe, with stints in Italy, Brazil, Argentina, Uruguay and Paraguay. She attained her J.D. from Georgetown University and her Masters degree in International Management from the Thunderbird School of Global Management.
Most recently, Annaelisa helped draft, implement and attain numerous certifications and awards for an El Paso-based full service logistics company. Annaelisa has also worked for local law firms on both sides of the border, specializing in cross-border transactions.
These past work experiences will serve Annaelisa well as the division's Business Retention and Expansion Coordinator, where she's now working jointly with the International Port of Entry division to develop and implement a border strategy for economic integration of the region.

Elizabeth Gibson |
Elizabeth Gibson is the City's Senior Economic Development Specialist. Before coming to the City, Elizabeth worked as an Economist with the Risk Analysis Research Center (RARC) at the U.S. Postal Service Office of Inspector General in Arlington, Virginia. During her time with RARC, she worked with the Strategic Planning Unit, charged with envisioning a future role for the Postal Service in an increasingly digital world.
Prior to that, Elizabeth worked as a Research Analyst with the Institute for Policy and Economic Development (IPED) at UTEP where she conducted survey research, economic impact modeling and econometric forecasting. A native El Pasoan, Elizabeth received a B.A. in Economics and Political Science from UTEP and is currently completing an M.S. in Economics.
Elizabeth will now focus on assisting with economic development and sustainability projects and activities and serve as the primary liaison with the sustainability division.
Both are looking forward to promoting the region and helping attract, retain and expand local businesses.

Building Stronger Relationships

Program Administrator, Jessica Herrera,
and Business Retention &
Expansion Coordinator, Annaelisa Holguin, spent the last weekend in January doing just that.
They joined city representatives Ann Morgan Lilly, Carl Robinson, Steve Ortega, Courtney Niland, and officials from UTEP, the Downtown Management District, El Paso Regional Economic Development Coporation (REDCo), Workforce Solutions Upper Rio Grande and the Hub for Human Innovation for a Leadership Summit in San Antonio.
Hosted by the International Economic Development Council, the summit aims to help leaders prepare for a transforming economy. Some of the sessions include: 'Working with Mexico to Unlock the Potential for Growth,'Breathing New Life into Former Defense Facilities' and 'Fostering Leadership Competencies.'

Let's Talk Manufacturing

More than a dozen manufacturing-related business leaders attended the City's first roundtable discussion in mid-January.
Together, the group identified these areas of concern: bridge wait times, educational training services and supplier certification. The City of El Paso is now coordinating efforts with our partners to develop stategies and solutions to address these concerns. If there are other issues of importance to you, please let us know. The City will host dicussions with leaders from various industries each month. February's roundtable discussion will involve business leaders from the development community. The group will meet Wednesday, February 29th at First Avenue Lofts. While the meeting is by invitation only, we want to make sure we hear from you. Districting Commission Meetings
The City of El Paso's Districting Commission is in the process of redrawing the City's representative districts. These boundaries are adjusted based on population changes that have occurred over the last decade. Through redistricting, the population within each district is equalized so that residents across the City have equal representation on the City Council. A similar process is done at the county, state and federal levels.
The City of El Paso invites the public to attend the following community meetings to solicit public input on proposed redistricting plans.

A Downtown arena? New aquatics centers? An interactive digital wall at a museum? What would you like to see in El Paso?
City leaders, county officials and downtown business leaders just completed the process of conducting a second round of public meetings. These meetings provided the community an opportunity to identify priorities to be included in the November 2012 proposed bond election. This bond is intended to improve the quality of life in El Paso, enhance our economy and identify signature projects to create a more dynamic environment for downtown and our community.
