Purpose
In 2006, the City of El Paso created the Neighborhood Services Program within the Community and Human Development Department. The purpose was to consolidate neighborhood-oriented initiatives developed by previous mayors and councils and coordinate them into a more holistic approach to neighborhoods. The function of Neighborhood Services is to collaborate with City departments to provide resources for residents and registered neighborhood associations.
Goal
To revitalize, maintain, and uphold the character and beauty of El Paso’s neighborhood
Objectives
- Provide outreach and assistance for the development and sustainability of neighborhood associations
- Connect residents with other City services related to neighborhood needs
- Collaborate with other government entities, community stakeholders and residents to apply a holistic approach for improvements in distressed neighborhoods
Core Services
Neighborhood Associations
- Registration and recognition of neighborhood associations
- Increases organization and capacity for groups at the neighborhood level to interact with City officials, City departments and other community stakeholders
Neighborhood Summit
- Annual forum for neighborhood association hosted in partnership with the El Paso Neighborhood Coalition
- Provides the public with an opportunity to celebrate and highlight civic engagement at the neighborhood level through guest speakers, workshops, and recognitions
Neighborhood Leadership Academy
- An educational based learning program for residents to learn about City department functions and services
- Builds knowledge and capacity for non-traditional leaders at the neighborhood level
Neighborhood Improvement Program (NIP)
- Program is administered in rounds (when funding is made available) for small-scale capital improvements selected and supported by residents
- Provides recognition neighborhood associations a competitive application process for public improvements in their neighborhood
Neighborhood Revitalization Strategies
- Comprehensive, community-driven approach that details specific goals, objectives and actions to revitalize distressed neighborhoods
- Builds partnership with government entities, community stakeholders and residents to implement strategies that may address safety & security, neighborhood appearance, housing, community services, economic development, workforce development, neighborhood facilities, education, infrastructure, and land use & zoning
