Deborah G. Hamlyn

Deborah Hamlyn is a homegrown El Pasoan and veteran City employee of over 30 years. After being recruited by the City of El Paso for an internship with the Planning Department, Ms. Hamlyn continued to advance within the organization, maintaining various Planning positions, grant oversight for the Department of Community Development and ultimately becoming the first woman Department Head in 1987 as director of Community and Human Development where she remained for over 15 years.

In October 2003, Ms. Hamlyn was appointed Deputy Chief Administrative Officer for Community Services. Her title was later changed to Deputy City Manager in charge of Community Services in October 2004.

In her current capacity, Ms. Hamlyn oversees the following departments within her portfolio:

• Community & Human Development
• Museums & Cultural Affairs
• Parks & Recreation
• Library
• El Paso Zoo
• Convention & Visitors Bureau
• Planning & Economic Development

Ms. Hamlyn received her B.A. in Sociology from the University of Texas at Austin and a Masters degree in Urban Studies from Loyola University of Chicago.

Ms. Hamlyn has been an incorporator of many non-profit organizations and has been a Board member of over 30 independent Boards and Commissions throughout her professional career. She continues to be an active member in the community in many key civic and cultural organizations.

She has a strong musical background and enjoys family, walking and golfing. Ms. Hamlyn loves El Paso and is proud to have a job where she can make a difference.
